Odisha charts bold future with Quad City Economic Vision and Samruddha Sahar Scheme

In a landmark step towards redefining urban development and economic growth, the Odisha Government on Monday unveiled its ambitious Quad City Economic Zone Vision alongside the launch of the Samruddha Sahar scheme. Together, these initiatives seek to transform the state’s urban centres into globally competitive hubs of commerce, culture, and innovation.

The Quad City Vision aims to cluster major cities into integrated economic regions that significantly boost Odisha’s GDP. The first such zone will connect Bhubaneswar, Puri, Cuttack, and Paradip, uniting administrative strength, cultural heritage, commercial activity, and port-led trade. Future zones are planned across Sunabeda–Koraput–Bargarh–Sambalpur and in the northern belt anchored by Rourkela and Barbil (Keonjhar).

Complementing this vision, the Samruddha Sahar scheme envisages the Bhubaneswar–Cuttack–Puri–Paradip Economic Region (BCPPER) as a vibrant urban-industrial corridor. Expansion plans include corridors in Sambalpur–Jharsuguda–Bargarh, Koraput–Sunabeda–Jeypore, and Keonjhar–Joda–Barbil. Additionally, eight cities — Angul, Balangir, Bhadrak, Vyasnagar, Keonjhar, Baripada, Rayagada, and Rourkela — will be developed as model urban centres with improved infrastructure and economic resilience.

“Odisha’s Quad City program, together with the Samruddha Sahar scheme, is designed not just to expand urban areas but to strengthen economic transactions, industrial opportunities, and inclusive development,” said Usha Padhee, Principal Secretary, Housing & Urban Development Department. She added that the twin programmes would lay the foundation for balanced regional growth while enhancing Odisha’s stature in the national and global economy.

Guided by the State Policy Commission and an internal expert committee, the initiatives aim to create sustainable, interconnected, and future-ready urban-industrial corridors. By linking governance, trade, culture, and industry, Odisha is positioning its cities as powerful drivers of innovation, prosperity, and global competitiveness.
