Tata Consultancy Services (TCS), a global leader in IT services, consulting, and business solutions, has been selected by the Government of Odisha to design and implement the next-generation Integrated Financial Management System (IFMS) 3.0. This advanced, cloud-native platform with a microservices-based architecture will automate the state’s comprehensive public finance workflows, marking a significant milestone in Odisha’s digital transformation journey.

TCS has been a trusted technology partner of the Odisha Government since 2005, beginning with the Odisha Treasury Management System, followed by IFMS and IFMS 2.0. The launch of IFMS 3.0 represents the third phase of this collaboration. The system will integrate TCS’s AI Workbench, an open-source solution that supports artificial intelligence and machine learning applications, enabling smarter analytics, decision-making, and process automation. With features like multilingual chatbot assistance for FAQs and automated service desk operations, the platform is designed to deliver a seamless and user-friendly experience for IFMS users.

Commenting on the partnership, Girish Ramachandran, President, Growth Markets and Public Services, TCS, said, “We are proud to deepen our collaboration with the Government of Odisha. IFMS 3.0 combines advanced technology and user-centric design to deliver smarter governance. With real-time financial visibility, enhanced precision, and a future-ready architecture, this platform will empower Odisha to deliver more effective public services to its citizens.”

In addition to core functionalities such as budgeting, expenditure, revenue, and accounts management, IFMS 3.0 introduces advanced enhancements to streamline processes, improve data accuracy, and provide real-time monitoring and reporting. The system also strengthens data security, ensures compliance with regulatory standards, and offers mobile accessibility for users to manage operations anytime, anywhere.

Tej Paul Bhatla, Vice-President, Public Services, TCS, highlighted the transformative potential of the new system, saying, “This platform unifies budgeting, payments, receipts, and accounts into a single source of truth. With AI-assisted insights and intuitive workflows, IFMS 3.0 will enable officials to monitor programs in real time, accelerate reporting, and make confident, data-driven decisions.”

The Government of Odisha’s adoption of IFMS 3.0 underscores its commitment to harnessing cutting-edge technologies for transparent governance and efficient public service delivery. As India moves deeper into the era of AI-driven governance and robust digital infrastructure, TCS continues to play a pivotal role in nation-building, supporting government programs, strengthening digital public services, and impacting millions of citizens every day.
