The PM GatiShakti National Master Plan, launched in October 2021 to transform India's infrastructure planning through integrated digital mapping and inter-ministerial coordination, has completed five years, with 421 infrastructure projects worth Rs 20.23 lakh crore evaluated under the initiative as of 2026.

The initiative has evolved from a national geospatial planning platform into a comprehensive digital ecosystem integrating infrastructure, economic and social-sector development, with the government expanding its focus to district-level planning and multimodal transport connectivity.

Developed indigenously by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) under the Atmanirbhar Bharat initiative, the platform integrates more than 1,800 data layers covering 58 Central Ministries and Departments and all 36 States and Union Territories.

It has also facilitated the development and integration of more than 65 software modules and tools, along with over 100 mobile and web applications, enabling data-driven decision-making and better coordination among government agencies.

The Network Planning Group (NPG), a key institutional mechanism under PM GatiShakti, has evaluated 421 infrastructure projects worth Rs 20.23 lakh crore, according to the government. The project appraisal framework focuses on multimodal connectivity, last-mile access to economic and social centres, improved logistics efficiency and synchronised implementation.

The initiative seeks to address fragmented infrastructure planning by bringing ministries, departments and state governments onto a common digital platform, allowing them to assess projects against existing infrastructure networks and identify connectivity gaps before implementation.

Beyond roads, railways, ports and other conventional infrastructure, PM GatiShakti has increasingly been extended to social-sector and area-based planning. Its district-level applications support integrated development planning for roads, schools, healthcare facilities, water pipelines and other essential services, with the objective of aligning infrastructure investments with local socio-economic needs.

The government has also widened access to geospatial planning tools. The PM GatiShakti Public platform, through the Unified Geospatial Interface (UGI), was launched in September 2025 to provide selected data and analytical capabilities to private entities and the general public.

Other digital initiatives, including the Knowledge Management System, Decentralized Data Uploading and Management System and the PM GatiShakti dashboard, have strengthened knowledge sharing, data governance, decentralised information management and project monitoring.

The programme's implementation has progressed through successive phases of foundation-building, expansion, deeper integration, digitalisation and wider accessibility. During 2022-23, eight key infrastructure ministries were onboarded and 71 projects were evaluated. In 2023-24, social-sector integration was undertaken, with 1,463 data layers and all 36 States and Union Territories onboarded.

During 2024-25, economic-sector integration gathered pace, the District Master Plan was launched and 121 projects were evaluated. In 2025-26, the public platform, UGI, Knowledge Management System, decentralised data management system and dashboard were introduced. The government said 352 projects had been evaluated by February 2026.

A major institutional development in 2026 was the Union Cabinet's approval for setting up the Integrated Transport and Logistics Authority (ITLA), aimed at strengthening long-term transport and logistics planning across the country.

The proposed authority is expected to bolster research, planning, project appraisal, monitoring and impact assessment in the transport and logistics sectors. It is also intended to improve multimodal infrastructure connectivity, enhance infrastructure utilisation, reduce logistics costs and strengthen India's competitiveness in global logistics markets.

Efficient transport networks and seamless connections between different modes of transportation are considered essential for reducing cargo movement time, improving supply-chain performance and lowering the overall cost of doing business. The proposed authority is expected to complement the broader objectives of PM GatiShakti by promoting coordinated planning across transport networks.

The initiative's next phase is expected to focus on deeper integration of geospatial data, wider adoption of digital planning tools and stronger coordination between national, state and district-level development priorities.

As India pursues its vision of Viksit Bharat 2047, PM GatiShakti is positioned as a key framework for building an integrated, efficient and future-ready infrastructure network, with improved logistics performance and coordinated investments expected to support economic growth and regional development.
