Rural India’s digital
transformation has entered a new phase of scale and inclusivity, with the
Ministry of Panchayati Raj announcing two major milestones that reinforce
transparency and participatory governance at the grassroots level. The
eGramSwaraj platform has facilitated cumulative online payments exceeding ₹3 lakh crores, while
the AI-powered SabhaSaar meeting summarisation tool has expanded its linguistic
capability to 23 Indian languages, significantly enhancing accessibility in
Gram Sabha proceedings.
The rapid adoption of
eGramSwaraj reflects the government’s push to modernize Panchayati Raj
Institutions (PRIs) through technology-driven governance. Developed under the
e-Panchayat Mission Mode Project and seamlessly integrated with the Public
Financial Management System (PFMS), the platform enables real-time payments
directly to vendors and service providers, ensuring complete digital
traceability. By replacing traditional cash-based and paper-driven processes,
eGramSwaraj has created a faster, more accountable and fraud-resistant
ecosystem for planning, accounting and expenditure at the Panchayat level.
During the financial
year 2025–26 alone, PRIs transferred ₹53,342 crores through the eGramSwaraj-PFMS interface. A
total of 2,55,254 Gram Panchayats uploaded their development plans on the
platform, demonstrating widespread adoption across
rural administrative systems. Overall, 2,59,798 PRIs have been onboarded, with
2,50,807 PRIs actively executing online payments through eGramSwaraj in FY
2025-26. The system has also registered an impressive 1,60,79,737 vendors,
underscoring its growing scale and trust among stakeholders.
Strengthening
participatory governance alongside financial transparency, SabhaSaar — the
Ministry’s AI-enabled voice-to-text meeting summarisation platform launched on
August 14, 2025 — has expanded from 13 to 23 Indian languages. The addition of
Assamese, Bodo, Dogri, Kashmiri, Konkani, Maithili, Manipuri, Nepali, Santhali
and Sindhi ensures that Gram Sabha deliberations can now be documented in
diverse regional languages, making democratic processes more inclusive and
accessible.
SabhaSaar enables
automated recording of meeting minutes, attendance, resolutions and action
points, simplifying administrative documentation and improving institutional
efficiency. The platform had already been supporting Hindi, Bengali, English,
Gujarati, Kannada, Marathi, Malayalam, Odia, Punjabi, Sanskrit, Tamil, Telugu
and Urdu, covering a broad linguistic spectrum of Panchayati Raj institutions
across the country. As of January 29, 2026, 1,11,486 Gram Panchayats have
utilized the platform for meeting summarisation, reflecting strong uptake of
AI-enabled governance tools.
The platform’s innovation has also earned national recognition, winning the Artificial Intelligence category at the Technology Sabha Excellence Awards 2026 presented by The Indian Express Group, along with the Silver Award in the AI for Social Impact category at the Economic Times GovTech Awards 2026.
Together, these milestones highlight the Ministry of Panchayati Raj’s commitment to building digitally empowered Panchayats that promote transparency, efficiency and citizen participation. As technology continues to bridge governance gaps, India’s rural administrative framework is evolving into a more accountable, inclusive and future-ready system aligned with the broader vision of Digital India.
