The Centre on
Thursday unveiled the operational guidelines for the Digital India Land
Records Modernization Programme (DILRMP) 3.0, aimed at transforming the
country's land administration system into a modern, transparent, efficient and
citizen-centric digital ecosystem.
Union Rural
Development Minister Shivraj Singh Chouhan unveiled the guidelines for the
ambitious programme, which will be implemented across the country from April 1,
2026 to March 31, 2031, with a total financial outlay of Rs 565.50 crore.
Ministers,
secretaries and senior officials from various states and Union Territories
participated in the programme virtually. Odisha Revenue and Disaster Management
Minister Suresh Pujari, along with senior officials of the department, joined
the event virtually from Lok Seva Bhawan in Bhubaneswar.
While DILRMP 2.0
focused on establishing a strong foundation through digitisation of Records of
Rights (RoRs), cadastral maps and registration systems, the third phase seeks
to integrate these components into a reliable, interoperable and GIS-enabled
"Land Stack".
Under DILRMP 3.0,
cadastral parcels will form the base spatial layer of the Land Stack, with
RoRs, registration data, circle rates, land-use information, land-related
restrictions, building plans and other relevant information integrated through
interoperable application programming interfaces (APIs).
ULPIN, also known as
Bhu-Aadhaar, will serve as a common and unique identification number for land
parcels, enabling seamless integration and exchange of land-related information
across different platforms and stakeholders.
The new phase
envisages complete digitisation and georeferencing of land parcels and
allocation of Bhu-Aadhaar in rural, semi-urban and urban areas. It also seeks
to establish a secure, spatially enabled and federated API-based Land Stack,
digitise legacy land and registration records and provide citizens with
authenticated and secure access to land-related services.
The programme will
also focus on modernising registration systems for end-to-end digital property
transactions, strengthening and digitising revenue court processes to reduce
delays in mutation and land dispute resolution, and creating interoperable
repositories and data-exchange mechanisms among agencies involved in land administration.
Pujari said DILRMP
3.0 would mark a significant milestone in transforming land administration into
an integrated, digital, GIS-based and citizen-centric system.
The initiative would
further strengthen transparency, security and convenience while ensuring faster
delivery of land-related services to citizens, he said.
Highlighting Odisha's
progress under the land records modernisation programme, Pujari said the state
had already undertaken several technology-driven measures to strengthen revenue
administration.
Modern Record Rooms
have been established in 311 of the state's 317 tahasils, while high-tech
surveys are currently underway in Jharsuguda, Jagatsinghpur, Jajpur,
Kendrapara, Kalahandi and Ganjam districts.
As many as
1,99,86,487 Records of Rights have been computerised in the state, while
cadastral maps, or Bhu-Nakshas, have been prepared for around 51,742 of
Odisha's 51,802 villages, reflecting near-complete progress in key components
of DILRMP.
Of the 321
Sub-Registrar Offices in the state, 213 have been computerised. The 108 new
registration offices established in 2025 are also being equipped with modern
technological infrastructure, officials said.
To strengthen capacity building and skill development among revenue field officials, a DILRMP Cell has also been established at the Revenue Officers' Training Institute at Gothapatna.
The Revenue and Disaster Management Department is also pursuing technology-driven reforms, including cashless and paperless registration systems and advanced monitoring mechanisms, with the objective of making revenue administration more transparent, efficient and people-centric.
