In a significant step
towards strengthening administrative capacity and practical understanding of
governance, IAS Probationers participated in a comprehensive orientation
programme with the Housing & Urban Development Department on Wednesday,
combining high-level interactions with extensive field exposure.
During the
interactive session, Additional Chief Secretary Usha Padhee, along with
Director of Municipal Administration Arindam Dakua and other senior officials,
provided a detailed overview of the department’s key achievements, flagship
initiatives, and priority areas shaping urban transformation in the state. The
deliberations offered valuable insights into institutional frameworks, policy
execution mechanisms, and the coordinated functioning of various wings
responsible for delivering urban services.
The interaction
facilitated a meaningful exchange of perspectives, enabling the probationers to
gain a deeper understanding of administrative coordination, programme
implementation challenges, and innovative approaches to urban development.
As part of the field
component, the probationers visited Buddha Vihar to observe affordable housing
projects being implemented under the Pradhan Mantri Awas Yojana (PMAY), gaining
first-hand exposure to beneficiary-focused planning and on-ground execution
strategies.
The programme also included visits to the Odisha Urban Academy, a Faecal Sludge Treatment Plant (FSTP), and a Water Treatment Plant (WTP). Officials provided detailed briefings on urban sanitation and water supply systems, covering treatment processes, operational mechanisms, infrastructure management, and service delivery frameworks critical to sustainable urban development.
The initiative was designed to enhance the probationers’ practical understanding of urban governance, infrastructure systems, and citizen-centric service delivery, equipping them with the knowledge and insights necessary for effective public administration in the future.
