In a major boost to Odisha’s industrial landscape, Odisha Chief Minister
Mohan Charan Majhi on Tuesday laid the foundation stone of the ambitious JSW
Utkal Steel Project at Dhinkia in Jagatsinghpur district, signalling what
is being seen as a transformative chapter in the state’s manufacturing and
infrastructure growth story.
The landmark project, being developed by JSW Steel with an
estimated investment of Rs 65,000 crore, is among the largest private sector
investments in Odisha. The integrated steel plant, planned at Paradeep, will
have a production capacity of 13.2 million tonnes per annum (MTPA) and will be
developed across 2,950 acres, leveraging Odisha’s coastal advantage, robust
port connectivity and expanding logistics infrastructure to cater to both
domestic and international markets.
Industries Minister Sampad Swain and JSW Group Chairman Sajjan Jindal
joined the foundation ceremony, which drew significant attention from industry
stakeholders and policymakers alike.
Addressing the gathering, Chief Minister Majhi said the project reflects
Odisha’s renewed industrial vision and growing credibility as a preferred
investment destination. Referring to the earlier failed attempt by South Korean
steel giant POSCO to establish a mega steel project in the state, he observed
that the initiative could not materialise due to lack of commitment from
previous governments. He stated that JSW’s decision to invest in Odisha
demonstrates confidence in the state’s policy environment, governance framework
and industrial potential.
JSW leadership said the Paradeep steel complex will be developed in
phases, with future expansion plans aligned to market demand and long-term
growth projections. Sajjan Jindal described the project as a defining milestone
in JSW Steel’s expansion journey and reaffirmed the group’s confidence in
India’s manufacturing-led economic growth.
The project is also aligned with Mission
Purvodaya, the Government of India’s strategic initiative aimed at
accelerating industrialisation in eastern India. Once operational, the
integrated steel facility is expected to significantly strengthen Odisha’s
emergence as a major steel manufacturing hub while contributing to India’s
broader industrial transformation and export competitiveness.
