Odisha Chief
Secretary Anu Garg on Thursday directed district Collectors to fast-track
implementation of flagship government schemes and resolve land, approval and
execution bottlenecks within fixed timelines, stressing that sanctioned
projects must translate into tangible benefits for people.
Garg chaired a
high-level review meeting with Collectors at Lok Seva Bhawan, with Development
Commissioner-cum-ACS Deoranjan Kumar Singh, ACS, Housing and Urban Development,
Usha Padhee, and secretaries and senior officials of various departments in
attendance. All Collectors participated virtually.
The review covered
major departmental schemes at the district level, with discussions focusing on
land availability, pending sanctions, execution gaps and measures required to
ensure last-mile delivery.
Urban drinking water
projects and land-related hurdles affecting civic works were among the key
issues discussed. Collectors of Khordha, Sambalpur and Cuttack were asked to
take immediate action on land problems holding up five priority projects.
The meeting also
reviewed market-based fundraising for smaller urban local bodies under the
Credit Repayment Guarantee Sub-Scheme and compliance with waste-management
rules in line with Supreme Court directions.
The Labour and ESI
Department’s agenda included land arrangements for a 100-bed ESI hospital,
district task-force meetings on child-labour eradication, labour inspection
committees and regular meetings and mock drills of district and local
crisis-management groups for chemical accidents.
Under Women and Child
Development, officials reviewed Poshan Maah-2026, the Suposhit Odisha Mission
and digital monitoring forms, with emphasis on identifying and referring
malnourished children, registering pregnant women, involving fathers and
extending nutrition services to hard-to-reach areas.
Health-related
discussions covered biomedical waste management, land for primary health
centres, the Ayush Medical College, the ‘Ama Hospital’ initiative and
district-wise progress under the National Tuberculosis Elimination Programme.
The review also
covered the Srijnika craft cluster and other major handicraft, handloom, silk
and weaving clusters, besides progress under the Baraputra Aitihya Gram Yojana,
including land allotment, project DPRs and removal of execution barriers.
School and Mass
Education officials reviewed the Godabarish Mishra Adarsh Primary School
scheme, residential hostels of Odisha Adarsha Vidyalayas and creation of APAAR
IDs for students.
Agriculture officials
briefed the meeting on farmer registration under AgriStack and the Kharif-2026
digital crop survey, while the MSME Department reviewed Single Window Clearance
Authorities, MSME parks, the startup ecosystem and credit facilitation.
A detailed discussion
was held on the plan to develop 30 MSME parks in 30 districts.
Garg told Collectors to work in close coordination with line departments and settle land acquisition, project approvals, construction and implementation issues within fixed timelines, with regular monitoring to ensure that benefits reach people without delay.
