The Odisha Government has been working relentlessly to ensure timely, transparent and error-free disbursement of Minimum Support Price (MSP) and Input Assistance for paddy procured from eligible farmers across the State. In a landmark reform aimed at strengthening transparency and eliminating the possibility of erroneous or duplicate payments, Aadhaar-based e-KYC verification has been introduced for the first time. This initiative ensures that payments are credited exclusively to genuine farmers registered on the P-PAS (Paddy Procurement Automation System) portal.

The Government has so far extended financial assistance amounting to ₹12,703.74 crore towards MSP and Input Assistance, benefiting 10,56,693 farmers across the State.

More than 7.99 lakh farmers have already benefited from the procurement operations. However, a limited number of 5,562 cases related to bank account issues have been identified, leading to payment errors.

These issues have primarily arisen due to accounts reaching the maximum transaction or balance ceiling applicable to certain account types, including Jan Dhan accounts, Airtel Payments Bank accounts and India Post Payments Bank accounts. Other issues include inactive or frozen accounts, non-seeding of Aadhaar with bank accounts, closure of bank accounts and pending KYC updates.

The State Government has taken proactive measures to resolve these concerns. District-level field functionaries and officials are continuously engaging with affected farmers and facilitating corrective steps by encouraging them to visit their respective banks to complete the necessary formalities. Affected farmers are also being regularly informed about the nature of the error through SMS alerts and phone calls.

To further strengthen support services, the Government has enhanced its grievance redressal mechanism. Farmers can seek assistance or clarification regarding paddy procurement and payment-related matters through the toll-free helpline number 1967.
