In a decisive push towards
strengthening clean energy infrastructure, the Odisha government has
streamlined approval processes for City Gas Distribution (CGD) projects, paving
the way for faster rollout of Piped Natural Gas (PNG) connections across urban
areas.
The order, issued by Usha Padhee,
Additional Chief Secretary, Housing & Urban Development Department &
Chairperson IDCO, underscores the State Government’s commitment to accelerating
the transition towards a gas-based economy and expanding access to cleaner,
efficient fuel alternatives for urban households and industries.
As part of the reform measures, Urban
Local Bodies have been directed to waive permission fees for laying underground
pipelines and associated CGD infrastructure, significantly reducing project
costs and procedural complexities. Importantly, no fresh permissions will be
required for works that are already sanctioned or currently underway, ensuring
continuity and eliminating administrative delays.
To maintain momentum in project
execution, the State Government has mandated time-bound clearances, directing
all concerned authorities to expedite approvals. Restrictions on road-cutting
during specific periods have also been relaxed for CGD projects, enabling
uninterrupted progress and faster implementation on the ground.
While facilitating ease of project
execution, the order maintains strict accountability provisions. CGD entities
will be responsible for restoring roads and civic infrastructure at their own
cost, adhering to prescribed technical standards to ensure minimal disruption
to public utilities.
The Director, Municipal
Administration, has been designated as the nodal authority to coordinate and
monitor CGD-related activities across the State. Departments including Works,
Water Resources, Energy, and Panchayati Raj & Drinking Water have been
instructed to extend full cooperation for seamless implementation.
The provisions will remain effective
till June 30, 2026, or until further orders. The initiative is expected to
significantly accelerate PNG connectivity, encourage adoption of cleaner fuel,
and strengthen Odisha’s urban infrastructure ecosystem, marking a key step
towards a sustainable and energy-efficient future for the State.
