Revenue case disposal
will be expedited and the infrastructure and manpower of the Odisha Board of
Revenue strengthened to make the State's revenue administration more efficient,
transparent and citizen-centric, Revenue Minister Suresh Pujari said on Friday.
Speaking at an event
here after launching the new website and quarterly journal of the Board of
Revenue, Pujari said the initiatives marked the beginning of a new chapter in
making technology, information and judicial knowledge more accessible across
the revenue administration.
The minister said the
Board of Revenue has a long and distinguished administrative legacy and plays a
crucial role in matters concerning land, land records, rights, revenue laws and
resolution of land-related disputes.
He stressed the need
to strengthen the Board's infrastructure and ensure adequate manpower to
improve the efficiency of revenue administration and facilitate speedy disposal
of land-related cases.
Pujari also
appreciated the Board's efforts towards expeditious adjudication and disposal
of revenue cases and said various requirements of the institution should be
addressed to further strengthen the revenue administration.
He lauded the Board
for its prompt, impartial and positive decisions in recent cases relating to
the protection and restoration of land assets belonging to Mahaprabhu Shri
Jagannath.
The minister further
said the newly launched quarterly journal should be studied regularly by
officers at different levels of the Revenue Department as it would provide
guidance based on judicial decisions and established legal principles and
thereby contribute to strengthening the revenue administrative system.
The Board of Revenue
is also set to inaugurate new Revenue Revisional Courts shortly in Jajpur,
Kendrapara, Bargarh and other districts, officials said.
Member, Board of
Revenue, Satyabrata Sahu said the launch of the website marked a productive
beginning in integrating the institution's rich administrative legacy with
modern technology.
The new digital
platform provides organised information on various activities, branches and
divisions of the Board. It also makes information relating to major revenue
institutions, including the Commissioner of Land Reforms, Commissioner of Land
Records and Settlement, Commissioner of Consolidation and Inspector General of
Registration, readily accessible.
The quarterly journal
has been conceived as a knowledge-based initiative aimed at strengthening
revenue justice. It will carry important and landmark orders relating to
revenue laws, land disputes, correction of land records, classification of
land, title, possession, mutation, leases, government land and other complex
revenue matters.
The journal was
earlier generally published annually, with significant orders compiled at the
end of the year. However, the pace of adjudication has increased substantially
in recent months.
Around 11,000 cases
have been disposed of by 41 Revisional Courts functioning under the Board of
Revenue in the last eight months, officials said.
The sharp increase in
case disposal prompted the Board to move from its earlier annual publication
system to a quarterly journal, they said, adding that the encouragement
extended by the Revenue Minister was also a major motivating factor behind the
initiative.
The journal is
expected to serve as an authentic and easily accessible reference for Revenue
Courts at the field level and revenue officers dealing with complex land and
revenue matters.
For Tahasildars, Additional Tahasildars, Sub-Collectors and other revenue officers, decisions of the Board in similar cases can provide valuable guidance in applying the law, ensuring consistency in decision-making and enhancing transparency in the judicial process.
Secretary, Board of Revenue, Laxmikant Sethi, along with senior officers of the revenue administration, officials from various departments and employees, attended the programme.
