In a major public
outreach initiative aimed at making government services more accessible to
citizens, the Odisha government will organise the ‘Seva Setu’ campaign across
the state from October 1 to 10, bringing information, registration, application
support and welfare scheme assistance under one roof.
The initiative, being
undertaken as part of the ongoing ‘Seva Sankalp’ campaign from September 17 to
October 17 to mark the birthday of Prime Minister Narendra Modi, seeks to
bridge the gap between eligible citizens and the government schemes and services
available to them.
Housing and Urban
Development Minister Dr Krushna Chandra Mahapatra, who is the State Coordinator
of the ‘Seva Sankalp’ campaign, said ‘Seva Setu’ would focus on identifying
eligible citizens and facilitating their access to Central and State government
welfare schemes and essential services.
Under the campaign,
‘Seva Setu’ camps will be organised at the block level within each Assembly
constituency. Citizens will be provided information about schemes applicable to
them and assisted with beneficiary registration, submission of applications and
completion of other necessary formalities.
The initiative is
designed to reduce the need for citizens to make repeated visits to different
government offices for accessing welfare benefits. Officials and designated
personnel at the camps will provide assistance at various stages of the
process, including guidance on verification and approval wherever required.
As part of the
campaign, ‘Seva Setu Kendras’ will also be established in every block and
Assembly constituency. These centres will function as single-window facilities
where citizens can obtain information about government schemes, services and
facilities, besides availing themselves of registration, application submission
and related assistance.
The state government
has prepared detailed programme calendars for each Assembly constituency and
block to ensure coordinated implementation of the campaign. Arrangements have
also been made for the appointment of nodal officers, preparation of databases
of eligible beneficiaries, inter-departmental coordination and deployment of
the required manpower and logistical resources.
The campaign will
also facilitate the identification of citizens who are eligible for specific
welfare schemes and help ensure that benefits reach the intended beneficiaries
in a timely and transparent manner. Officials will be provided with necessary
guidance on conducting camps, identifying relevant schemes and undertaking
verification and approval processes.
Dr Mahapatra said the
campaign was aimed at taking public outreach and service delivery to a wider
section of society and ensuring that eligible people benefit from welfare
initiatives of both the Central and State governments.
“Our endeavour is to further intensify public
outreach and service activities so that the benefits of the welfare schemes of
both the Central and State governments reach the last person in society.
Prosperity through service, development through resolve, and a developed Odisha
through public participation leading to a developed India—this is our goal,” he
said.
He said the
initiative was not merely a programme but part of a sustained effort to
strengthen citizen-government engagement at the grassroots.
“We do not view this campaign merely as a programme; it is a mindset, a responsibility and a long-term resolve. We aim to create a new environment of service in every block, panchayat and village of Odisha,” Mahapatra said.
From October 1 to 10, citizens will therefore have a single-point avenue to seek information, register for eligible schemes, submit applications and obtain necessary assistance. Through ‘Seva Setu’, the government seeks to take service delivery closer to the people while ensuring that eligible citizens are effectively connected with the benefits and services intended for them.
