The Institute of Company Secretaries of
India (ICSI), in collaboration with the National Stock Exchange (NSE) and the
Association of Investment Bankers of India (AIBI), organised two SME
Fundraising Conclaves in Noida on Thursday and Gurugram this week, bringing
together regulators, market intermediaries and small and medium enterprises
(SMEs) to discuss capital market access and IPO preparedness.
The conclaves, themed "SME
Fundraising Conclave – Key Growth Opportunity", were held at ICSI House in
Noida on July 30 and at ICSI CCGRT, Manesar, on July 31.
Securities and Exchange Board of India
(SEBI) Chief General Manager Rajesh Kumar Dangeti attended the events as the
chief guest. The conclaves were also attended by NSE Associate Vice President
Parvathi Moorthy, AIBI Chief Executive Officer Dr Milind Dalvi, ICSI Immediate
Former President CS Dhananjay Shukla, ICSI Council Member CS Manoj Purbey and
ICSI Financial Services Committee Chairman CS Ashish Karodia.
The events featured a panel discussion
on "IPO Readiness – Preparedness, Due Diligence and Financial Discipline –
Capital Markets Perspective", focusing on the steps SMEs need to take to
successfully access public markets.
Moorthy and Dalvi shared insights on
IPO preparedness and capital market opportunities during the discussions.
At the Noida conclave, they were joined
by CS Rajiv Bajaj, Chief Executive Officer of Bajaj & Bajaj Corporate
Chambers, and merchant banker Sanjeev Gupta of Nexgen Representative.
The Gurugram session also featured CS
Shashi Bhushan Singh, Company Secretary and Compliance Officer at ONGC Ltd,
merchant banker Pankaj Khetan of 3Dimension, and investor Yash Garg of Nix
Capital.
The discussions underscored the
evolving SME IPO landscape, highlighting regulatory developments aimed at
simplifying market access while maintaining investor safeguards.
Participants noted that SEBI is planning a dedicated SME portal carrying issuer-related information along with clearly mapped compliance guidance to facilitate capital raising by smaller enterprises. The regulator is also reviewing its Listing Obligations and Disclosure Requirements (LODR) framework to remove redundancies and ambiguities while examining SME-specific compliance requirements without compromising investor protection.
The conclaves served as a platform for dialogue among policymakers, regulators, market intermediaries and SMEs, with organisers reiterating ICSI's commitment to strengthening corporate governance, promoting capital market development and supporting inclusive economic growth.
