Odisha has decided to strengthen its State Statistical System (SSS),
improve the quality and reliability of official data and ensure its timely
dissemination, following the first meeting of the State Level Coordination
Committee (SLCC) chaired by Chief Secretary Anu Garg here on Wednesday.
The meeting, held at Lok Seva Bhawan, aimed at strengthening coordination
between the Ministry of Statistics and Programme Implementation (MoSPI),
Government of India, and the Odisha government for effective implementation and
monitoring of various statistical activities in the state.
Development Commissioner-cum-Additional Chief Secretary Deoranjan Kumar
Singh, secretaries of concerned departments, Deputy Director General (DDG) of
MoSPI and other senior officials attended the meeting.
The SLCC is envisaged as an institutional platform for closer
cooperation, joint review, capacity building and methodological alignment among
MoSPI, the state government and its statistical agencies. It will also
facilitate the adoption of national statistical standards, strengthen
institutional linkages and promote coordinated efforts towards the National
Indicator Framework (NIF) and monitoring of Sustainable Development Goals
(SDGs).
During the meeting, the Director of Economics and Statistics, Odisha,
made a detailed presentation on the state's key initiatives and ongoing
statistical activities.
The presentation covered various aspects of National Sample Surveys
(NSS), the Statistical Quality Assurance Framework (SQAF), implementation of
Computer-Assisted Personal Interviewing (CAPI) for price statistics,
preparation of district-level Consumer Price Index (CPI), and compilation of Gross
State Domestic Product (GSDP) and District Domestic Product (DDP).
It also highlighted the implementation of the Data Dissemination Policy,
strengthening of the State Statistical System, data cataloguing, capacity
building and harmonisation of administrative data.
After detailed deliberations, the committee took a series of decisions to
improve coordination among departments and strengthen the statistical
infrastructure of the state.
The decisions included nomination of dedicated Data Officers by different
departments, regular discussion of statistical activities in meetings of
secretaries and active involvement of all district collectors in statistical
surveys.
The committee also decided to organise consultative workshops before the commencement of surveys and after publication of survey reports to ensure wider stakeholder participation, better understanding of findings and improved quality of statistical outputs.
The initiatives are expected to strengthen the state's statistical ecosystem, enhance the credibility of official data and facilitate evidence-based policymaking and effective monitoring of developmental programmes, officials said.
