Narendra Bhooshan, a 1992-batch Indian Administrative Service officer of the Uttar Pradesh cadre, has assumed charge as Secretary of the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, marking a new phase in the ministry’s leadership.

Bhooshan brings with him more than three decades of extensive administrative experience at both the Central and State levels, with a career spanning key sectors including energy, infrastructure, industry, agriculture, urban development, finance and land-resource management. His appointment to the top administrative post in the Environment Ministry follows his tenure as Secretary, Department of Land Resources under the Ministry of Rural Development.

During his long innings in the Uttar Pradesh cadre, Bhooshan held several senior and strategically significant assignments. He served as Additional Chief Secretary, Energy, as well as Additional Energy Source and Technical Education. Earlier, he worked as Principal Secretary in departments including Public Works, Infrastructure and Industrial Development, Information Technology and Electronics, Science and Technology, and Panchayati Raj.

His administrative experience also includes serving as Chief Executive Officer of the Greater Noida Authority, where he was involved in matters relating to urban development and infrastructure. His field-level experience is equally extensive, having served as District Magistrate of Mathura, Firozabad and Udham Singh Nagar.

At the Government of India level, Bhooshan has handled several important responsibilities. He served as Deputy Director General of the Unique Identification Authority of India (UIDAI), Mission Director for National Food Security Management, and Joint Secretary in the Department of Agriculture and Cooperation. He also served as Officer on Special Duty at the India Trade Promotion Organisation (ITPO) under the Ministry of Commerce and Industry.

With his broad exposure to development administration and public policy, Bhooshan brings experience across sectors that intersect closely with environmental governance, including infrastructure, energy, agriculture, land resources and climate preparedness.

Academically, Bhooshan holds a graduate degree in Electronics and a Master’s degree in International Development Policy from Duke University, USA. His professional training includes programmes focused on public finance, infrastructure and climate-change preparedness.
