The National
Shipbuilding and Heavy Industries Park, Odisha Ltd (NSHIPOL) has received
in-principle approval under the Shipbuilding Development Scheme (SbDS) of the
Ministry of Ports, Shipping and Waterways for setting up a major shipbuilding
and heavy industries park in Kendrapada district.
The proposed project,
strategically located along the Mahanadi riverbank in Kendrapada, is expected
to give a major boost to Odisha's shipbuilding capabilities and strengthen its
maritime industrial ecosystem.
NSHIPOL had submitted
its application under Unique Application Number (UAN) GY700010 on July 30,
2026.
Following detailed
examination of the proposal in accordance with the guidelines of the
Shipbuilding Development Scheme, the competent authority granted the
in-principle approval on August 10, 2026.
The approval came
pursuant to the directions of the sixth meeting of the Inter-Ministerial Group
for Shipbuilding (IMGB) of the National Shipbuilding Mission, held on the same
day.

Authority Chairperson P L Haranadh said the approval marked an important
milestone in Odisha's maritime development journey.

investment, create employment opportunities and promote the development of
ancillary industries in the region," Haranadh said.
With the in-principle
approval in place, NSHIPOL will now move to the next stage of project
preparation, including the formulation of a Detailed Project Report (DPR).
The DPR will cover
key aspects of the proposed shipyard, including infrastructure requirements,
vessel specifications, capital expenditure, dredging and breakwater
requirements, as well as the project's financial model.
The company will also
work towards securing the necessary statutory approvals, including
Environmental Clearance (EC), Coastal Regulation Zone (CRZ) permissions and
other applicable clearances.
NSHIPOL is required
to submit its proposal for final approval, along with the DPR, statutory
clearances and investment commitments, within the prescribed timeline.
The proposed park is
envisaged as a major hub for shipbuilding and heavy industries, with the
potential to catalyse industrial growth, generate employment, promote skill
development and support ancillary industries.
The project is also expected to contribute to the broader development of Odisha's maritime and coastal economy by creating an integrated industrial ecosystem around shipbuilding and related activities.
The in-principle approval comes at a time when efforts are being stepped up to expand India's domestic shipbuilding capacity and develop globally competitive maritime industrial infrastructure.
