Odisha's land and property registration system will be made more transparent, simplified, robust and efficient through digital transformation and modernisation of registration processes, Revenue and Disaster Management Minister Suresh Pujari said on Monday.

Chairing a high-level meeting at Lok Seva Bhawan with the Software Development Unit (SDU) of the National Informatics Centre (NIC), Pune, Pujari emphasised the need to leverage technology to strengthen the registration ecosystem and ensure efficient, accountable and citizen-centric service delivery in the state.

The meeting focused on the implementation and modernisation of the National Generic Document Registration System (NGDRS), a digital initiative aimed at streamlining registration procedures, improving service quality and enhancing transparency in the functioning of Sub-Registrar Offices.

The discussions covered measures to simplify registration processes, improve operational efficiency and strengthen accountability in administrative procedures through the integration of technology-driven services.

NGDRS is a national initiative of the Department of Land Resources under the Union Ministry of Rural Development. Based on the concept of 'One Nation, One Registration', the system offers a comprehensive digital platform that can be customised to meet the specific requirements, rules and regulations of individual states.

Once implemented, the system is expected to enable citizens to access a range of online services, including document preparation, property valuation, calculation of stamp duty and registration fees, online payment of charges, appointment scheduling and application status tracking.

These facilities are expected to reduce repeated visits to registration offices, minimise procedural errors and help prevent unnecessary delays in the registration process.

The meeting also deliberated on bringing various functions of Sub-Registrar Offices under a unified digital framework, covering application scrutiny, identity verification, biometric authentication, digital approval of documents, record preservation and post-registration services.

The use of digital dashboards was also discussed to help senior officials monitor registration progress, pending cases and office-wise performance, thereby improving administrative oversight and accountability.

Further modernisation proposals included an advanced technology-driven software architecture, data analytics, artificial intelligence (AI), Geographic Information System (GIS) and integration with land records.

The proposed features will be taken up in phases, depending on the state's requirements, policy decisions and technological preparedness, officials said.

The meeting also explored the possibility of launching the system initially in selected registration offices before gradually expanding its coverage across Odisha. Pujari stressed the importance of studying successful implementations in other states to identify best practices and ensure effective adoption of the system.

The state government is committed to harnessing technology to provide accessible, transparent and timely registration services while making administrative processes more efficient and accountable, the department said.

The meeting was attended by Additional Chief Secretary of the Revenue and Disaster Management Department Arabinda Kumar Padhee, Inspector General of Registration P Anwesha Reddy, NIC Pune Deputy Director General Rajesh Bhusari and other senior officials.
