Rourkela Steel Plant (RSP), established in the late 1950s amid the undulating hills of Sundargarh district, transformed not only Odisha's industrial landscape but also helped shape the economic destiny of a young nation.

Over the past six decades, RSP has emerged as a cornerstone of India's steel sector and a catalyst for regional development. Today, the plant directly employs around 12,000 people, while another 12,000 earn their livelihoods indirectly through allied industries and support services. Significantly, more than 87 per cent of RSP's regular workforce belongs to Odisha, with nearly 28 per cent hailing from Sundargarh district itself.

The impact of a steel plant extends far beyond its gates. In heavy industry, the multiplier effect is profound — every direct job supports nearly ten more in logistics, transportation, trade, and various service sectors. RSP has, therefore, become the economic lifeline of western Odisha.

True to its identity as the 'Mother Industry,' RSP has consistently worked for the upliftment of surrounding communities. Over the last five years alone, the plant has invested more than Rs 80 crore under its Corporate Social Responsibility (CSR) initiatives, covering healthcare, education, skill development, women's empowerment, infrastructure, sports, and cultural promotion.

RSP's contribution to environmental sustainability has been equally remarkable. Through an extensive afforestation drive, the plant has planted over 52 lakh trees, reinforcing its commitment to ecological balance and green growth.

The presence of RSP has also fuelled the growth of local micro, small and medium enterprises (MSMEs), creating a robust industrial ecosystem in and around Rourkela.

Now, RSP stands on the threshold of another transformative chapter. The plant is set to nearly double its production capacity from the current 4.65 million tonnes per annum (MTPA) to 9.8 MTPA. This ambitious expansion is expected to usher in a new era of industrial growth, employment generation, and economic prosperity for Sundargarh and Odisha.

For the greenfield expansion, RSP will utilise its own contiguous 1,200-acre land parcel. While encroachments have developed over time, the plant has proposed a comprehensive and compassionate rehabilitation package for affected families, ensuring that development remains inclusive.

Under the proposed package, each affected family will receive financial assistance of Rs 5,16,620. Families sharing a hutment will each be entitled to the same amount. In addition, every hutment will be allotted a fully developed 650-square-foot residential plot equipped with essential amenities. Based on prevailing benchmark values, each plot is estimated to be worth approximately Rs 18 lakh.

Further, one member from each affected hutment will be considered for special engagement in outsourced jobs during the construction and operational phases of the expanded plant. The assured gross minimum monthly wage will be Rs 20,657, inclusive of bonus and leave salary, subject to periodic revisions. Eligible dependent family members will also be covered under the Employees' State Insurance (ESI) medical scheme.

To facilitate a smooth transition, RSP will provide temporary transit accommodation in its Sector-22 quarters for up to six months, subject to specified terms and conditions.

RSP has reiterated its commitment to extending these benefits immediately upon the vacation of the hutments. Notably, this is regarded as one of the most generous rehabilitation packages offered in Odisha in cases involving encroachments.

As Rourkela Steel Plant moves towards an even brighter future, it continues to embody its enduring legacy — as an industrial powerhouse, a community partner, and a nation builder. For generations, RSP has been the heartbeat of this region, and it remains poised to carry Sundargarh and Odisha towards greater prosperity and industrial excellence.
