Tata Consultancy Services (TCS) has won a Rs 122.6-crore bid to implement the next phase of Odisha's flagship digital governance platform, OSWAS 3.0, extending its partnership with the state government by around six years.

The IT services major will modernise and expand the Odisha State Workflow Automation System (OSWAS), creating a unified digital workplace for government departments with capabilities including paperless file processing, electronic approvals, real-time tracking and easier access to official records.

Powered by TCS DigiBOLT, OSWAS 3.0 will bring workflow automation, system integration, analytics, enhanced security and artificial intelligence-enabled capabilities onto a common digital foundation, the company said on Tuesday.

OSWAS has been central to Odisha's transition from paper-based administration to a more transparent and efficient digital process. Introduced in 2009, the platform has replaced physical filing and manual follow-ups with digital workflows and now supports more than 4,600 government offices and nearly 50,000 users across the state.

"OSWAS has evolved into the digital backbone of the Government of Odisha, enabling seamless, transparent, and paperless governance across the state," Vishal Kumar Dev, Additional Chief Secretary, E&IT Department, Government of Odisha and Chairman, Odisha Computer Application Centre (OCAC), said.

With OSWAS 3.0, the government is transforming the next generation of digital governance through a microservices-based architecture, artificial intelligence, enhanced security, interoperability and web accessibility, he said.

The upgraded platform is expected to simplify routine administrative processes, enable faster and more informed decision-making, and allow officials to work from anywhere, Dev said, adding that Odia language support and deeper integration with government applications would further accelerate the journey from decision to implementation.

Sushil Jain, Head-Public Services India at TCS, said Odisha has been "ahead of the curve" in using technology to make governance more efficient and transparent.

"OSWAS 3.0 will build on this strong digital foundation with a more secure, scalable and mobile-first platform. It will empower officials to work with greater speed and visibility, strengthen accountability, and enable a more connected and responsive administration across the state," Jain said.

Odisha's paperless administration journey began in 2009 when TCS introduced OSWAS 1.0 to digitise file processing and official correspondence within the state Secretariat. The second version, OSWAS 2.0, was rolled out in 2018 with upgraded technology and stronger infrastructure, expanding the system across directorates, districts and corporations.

The latest iteration will introduce a modern, secure and scalable platform based on microservices architecture, complemented by AI-enabled capabilities and a mobile-first design. It will also improve accessibility through Odia language support and integration with government systems.

TCS has been a long-standing technology partner of the Odisha government and has supported several digital initiatives spanning governance and citizen services. Its engagements include the Odisha Birth and Death Registration System, digital solutions supporting Mission Shakti's women self-help group interest-subvention processes, the Integrated Financial Management System, OSWAS and the Odisha Judicial Workflow Automation System (OJWAS) for the High Court of Orissa.

The company said its latest win reinforces its track record of helping state governments modernise public administration through technology. TCS has implemented digital governance solutions such as OSWAS in Odisha and RajKaj in Rajasthan, besides supporting initiatives in Tamil Nadu and Gujarat.

While these platforms are tailored to individual state requirements, their underlying approach combines digital workflows with AI capabilities, allowing governments to introduce new functionalities as administrative needs evolve, TCS said.

The company said nearly seven out of 10 Indians benefit, directly or indirectly, from TCS-enabled technology services. As artificial intelligence increasingly reshapes enterprises and public institutions, TCS is pursuing its "Infrastructure to Intelligence" AI strategy, built around a five-level Human+AI service autonomy model aimed at helping organisations progress from AI-assisted human work towards agentic enterprises operating under human governance.
