With 55,325 installations and 140.08 MW of capacity, TPCODL
leads Odisha’s rooftop-solar drive as all four discoms push PM Surya Ghar from

Odisha’s
rooftop-solar programme is moving steadily from policy ambition to household
adoption, with all four distribution companies making substantial contributions
under the PM Surya Ghar: Muft Bijli Yojana. Among them, Tata Power
Central Odisha Distribution Limited (TPCODL) has emerged as the clear leader in
both the number of rooftop-solar installations and installed capacity. But the
data also points to a more nuanced picture: while TPCODL has the largest
installation base, the other discoms show considerable scale as well, and the
next challenge will be to convert the large pool of applications into completed
installations.
Data available on the
PM Surya Ghar portal as on August 12,
2026 shows TPCODL with 55,325 installations and 140.08 MW of installed
capacity. It is followed by TPWODL, with 47,899 installations and 120.77 MW;
TPNODL, with 43,811 installations and 94.48 MW; and TPSODL, with 22,735
installations and 47.25 MW.
The numbers underline
TPCODL’s lead, but they also show that the State’s rooftop-solar expansion is
not dependent on a single utility. TPWODL, for instance, is only about 7,400
installations behind TPCODL while accounting for more than 120 MW of capacity.
TPNODL, too, has crossed 43,000 installations. TPSODL has a smaller installation
base, but its 22,735 installations represent a significant deployment in its
service area.
Taken together, the
four-discom table records 169,770 installations and 402.58 MW of capacity. The State-level summary
displayed on the portal, however, records 169,630 installations and 402.43 MW.
The small difference suggests that the two displayed views may reflect slightly
different data-refresh points or reporting bases; the source does not explain
the discrepancy. It does not materially alter the broader picture of rapid
rooftop-solar deployment in Odisha.
At the national
level, the portal records 43,05,709 installations with a combined capacity of
15,254.41 MW. On the State summary figures, Odisha accounts for roughly 3.9 per
cent of the country’s installations and 2.6 per cent of installed capacity.
That difference is worth noting: Odisha’s share of installations is higher than
its share of capacity, indicating that the State’s rooftop-solar base is, on
average, made up of relatively smaller systems.
TPCODL’s position becomes
even clearer when the four discoms are compared on their share of Odisha’s
deployment. Based on the discom-level figures, it accounts for about 32.6 per
cent of installations and 34.8 per cent of installed capacity. Its average
installed system size works out to roughly 2.53 kW, compared with about 2.52 kW
for TPWODL, 2.16 kW for TPNODL and 2.08 kW for TPSODL. Thus, TPCODL’s capacity
leadership is not simply a consequence of having more installations; its
installations are also, on average, somewhat larger than those of TPNODL and
TPSODL.
There is, however,
another side to the numbers. TPCODL has recorded 98,163 applications,
considerably more than its 55,325 completed installations. That means a
substantial pipeline remains to be converted into commissioned systems. TPNODL
has 72,877 applications against 43,811 installations, while TPWODL has 72,919
applications against 47,899 installations. TPSODL has 50,343 applications
against 22,735 installations. On a simple applications-to-installations
comparison, TPWODL has the strongest conversion among the four, followed by
TPNODL, TPCODL and TPSODL. These figures should not, by themselves, be treated
as a measure of discom performance because applications may be at different
stages of processing and installation, but they do highlight where the next
phase of growth could come from.
For TPCODL,
therefore, the achievement is two-fold. It has built the largest installed base
among Odisha’s four discoms, while also establishing a sizeable pipeline for
future growth. The challenge now is to ensure that the gap between applications
and completed installations narrows without compromising quality, safety or
consumer experience.
The discom’s
consumer-outreach efforts are an important part of that equation. TPCODL has
used digital platforms, print and electronic media, community programmes,
consumer camps, village-level engagement and door-to-door outreach to explain
the scheme and encourage adoption. Initiatives such as “Mo Chhata, Mo Sanchaya”
and Surya
Ghar Gram Sabhas have sought to take the programme beyond the
conventional urban and digitally connected consumer.
The Solar
Rath campaign represents another effort to bring the programme closer
to households. Its movement through rural areas of Dhenkanal, Cuttack, Khordha
and Puri has provided a mobile platform for explaining subsidies, financing
options and the installation process. Such initiatives matter because rooftop
solar is not a straightforward retail purchase. For many households, it
involves understanding eligibility, subsidy mechanisms, financing, technical
specifications, grid connectivity, safety, commissioning and maintenance.
That makes consumer
awareness a continuing requirement rather than a one-time campaign. As the
number of installations rises, consumers will need support not only when they
apply, but also when systems are installed, commissioned and handed over, and
later when maintenance or repairs are required. A successful rooftop-solar
programme must therefore, be judged not merely by how many systems are installed,
but also by how smoothly those systems perform over their lifetime.
The four-discom data
suggests that Odisha has already crossed an important threshold: rooftop solar
is no longer a marginal intervention. The scale of installations and the more than
400 MW of capacity recorded across the discom-level table point to a programme
gaining real traction. TPCODL is leading that transition, while TPWODL and
TPNODL are operating at substantial scale and TPSODL has significant room to
expand.
The next phase will be less
about demonstrating that rooftop solar can work and more about turning
applications into installations, widening adoption across consumer segments,
maintaining installation quality and ensuring that households remain confident
after commissioning. TPCODL’s lead gives it an opportunity to set the pace, but
the broader success of Odisha’s rooftop-solar transition will ultimately depend
on how effectively all four discoms convert the State’s growing interest in
solar power into reliable, long-term household generation.
