In a major push towards greater transparency and improved telecom service quality, the Telecom Regulatory Authority of India (TRAI) on Wednesday launched the ‘Network Anubhav Platform’, a geospatial and analytical dashboard that will enable consumers to assess network performance, report spam and access location-specific telecom service data.

The platform brings together consumer-generated network test results from TRAI’s MySpeed and MyCall applications, along with data from the regulator’s independent drive tests, offering consumers, telecom service providers and policymakers valuable insights into network performance across different locations.

The initiative is aimed at empowering consumers with greater access to information on mobile and fixed broadband services while enabling telecom operators to identify network deficiencies and undertake targeted improvements.

Through its interactive geospatial maps, users can examine cellular and fixed broadband test results, segregated by service provider and technology, across parameters such as download and upload speeds. The dashboard also allows users to navigate and zoom into specific locations, analyse consumer-generated observations and access supporting tables, filters, legends and downloadable reports.

The platform provides percentile-based speed measurements, including P50, P80 and P90, to offer a better understanding of actual user experiences. P50 represents the median speed, while P80 for mobile broadband and P90 for fixed broadband indicate the speeds at or above which 80 per cent and 90 per cent of recorded tests, respectively, were conducted.

TRAI, however, clarified that consumer-generated test results do not constitute a comprehensive assessment of network quality under standardised testing methodologies. Nevertheless, they provide useful indications of the network experience of other users in specific geographical areas. The dashboard also enables users to examine the results of TRAI's independent drive tests through geospatial visualisation.

For telecom service providers, the platform offers a secure interface to access consumer-generated data relating to call quality, network coverage and internet performance. By analysing geographical locations, dates, timings and technical parameters, operators can identify areas requiring further investigation and take corrective measures to strengthen their networks.

TRAI, meanwhile, will utilise the aggregated data to undertake evidence-based monitoring of consumer experience and support initiatives aimed at improving overall telecom network performance.

In another significant feature, TRAI's MySpeed Software Development Kit (SDK) will enable eligible third-party applications to integrate internet connectivity measurement capabilities. The wider integration of such applications is expected to encourage greater consumer participation and expand the volume of real-world network measurements available on the platform.

The Network Anubhav portal also brings Do Not Disturb (DND) services to a web-based interface, making it easier for consumers to exercise their preferences regarding commercial communications. Users can register complaints against unsolicited commercial communications, track complaint status and access consolidated as well as service provider-wise complaint information.

Speaking at the launch, TRAI Chairman Anil Kumar Lahoti said the platform would bring greater transparency to network tests conducted by consumers and the regulator.

"The Network Anubhav Platform brings greater transparency to observed network tests conducted by Consumers and TRAI. It empowers consumers to analyse location and service provider specific tests, enables TSPs to identify areas for network optimisation and strengthens TRAI's efforts for network improvement," Lahoti said.

The regulator has encouraged consumers to regularly contribute network test data through the MySpeed and MyCall applications, emphasising that wider participation would enhance the geographical coverage, accuracy of representation and overall utility of the information available on the platform.

The launch marks another step towards strengthening consumer-centric telecom governance by bringing network performance information, complaint management and analytical tools under a common digital interface.
