Emphasising reliable and safe
power supply with a renewed thrust on grievance redressal and customer
outreach, Chief Secretary Anu Garg chaired the 29th Board Meetings of Odisha’s
power distribution companies, outlining a clear roadmap for strengthening
service delivery and accelerating clean energy adoption across the State.
The meetings, held at Lokseva
Bhawan on April 22, reviewed the performance, operational efficiency and
ongoing initiatives of key DISCOMs — TP Northern Odisha Distribution Limited
(TPNODL), TP Southern Odisha Distribution Limited (TPSODL), TP Central Odisha
Distribution Limited (TPCODL) and TP Western Odisha Distribution Limited
(TPWODL). Key areas of focus included power supply reliability, reduction of
aggregate losses, infrastructure strengthening and improved consumer service
delivery to ensure uninterrupted electricity across Odisha.
During the review, the Chief
Secretary reiterated the importance of prompt and effective resolution of
consumer grievances and stressed maintaining high standards of quality and
safety in power distribution. She also highlighted the critical role of rooftop
solar initiatives in advancing sustainable energy access and called for
strengthening outreach efforts and CSR interventions to ensure inclusive and
equitable growth across Odisha.
A major highlight of the review
was the State’s accelerating push towards clean energy adoption under the PM
Surya Ghar Muft Bijli Yojana. Odisha has recorded strong progress, with 55,888
rooftop solar installations completed under the scheme, alongside an additional
29,000 installations under the Utility-Led Aggregation (ULA) initiative of the Union
Ministry of New and Renewable Energy. The combined total of 84,888
installations places Odisha as the leading State in the country under the
aggregation model, reflecting robust implementation and growing consumer
participation.
With an ambitious target of
covering 3 lakh households under rooftop solar, the State has already achieved
close to 84,000 installations and is preparing to significantly scale up
deployment to 25,000 installations per month in the coming phases. The
initiative is also delivering tangible benefits at the grassroots level, as
seen in villages such as Matiakhal, Olaba and Debabhuin in Cuttack and Ganjam
districts, where around 280 households now enjoy zero electricity bills
following successful rooftop solar implementation.
Operational performance of the DISCOMs has shown marked improvement, with Aggregate Technical and Commercial (AT&C) losses declining from 29.5 percent in FY 2019-20 to 14.6 percent in FY 2025-26. In national rankings for non-urban distribution utilities, TPNODL secured the second position while TPCODL ranked fourth, underscoring Odisha’s progress in enhancing efficiency and reliability. Notably, retail tariffs in the State have remained unchanged for the past five years, offering stability to consumers.
The DISCOMs have also expanded their Corporate Social Responsibility (CSR) footprint, spending ₹17 crore in FY 2025-26 and planning to increase this to ₹20 crore in FY 2026-27. These initiatives are focused on improving healthcare access in remote regions and creating livelihood opportunities. Sixteen mobile health dispensaries are currently operational, with four more planned for deployment in the coming year. In addition, 20 vocational training centres are functioning across the State, with plans to expand to 24 centres to boost employability.
