Emphasizing
sustainability, innovative revenue generation, and timely completion of
projects, Additional Chief Secretary Usha Padhee chaired the Executive
Committee meeting of Rourkela Smart City Limited (RSCL) at Kharabela Bhawan
here on Wednesday. The meeting focused on the city’s transition from project
implementation to long-term asset management and financial sustainability,
outlining a strategic roadmap for strengthening urban governance and service
delivery.
The agenda was
presented by RSCL Chief Executive Officer Deenah Dastangeer, highlighting
progress across key initiatives and identifying priorities for the next phase
of development. A major highlight of the review was the Integrated Command and
Control Centre (ICCC), a flagship project with an investment of ₹106 crore.
The ICCC has operationalised 594 surveillance cameras across 109 locations and
is now advancing towards automated e-Challan integration in collaboration with
the National Informatics Centre (NIC), aimed at enhancing traffic enforcement
and improving urban management efficiency.
Underlining the
importance of financial resilience, Padhee stressed the need for value-based
utilisation of land assets and adoption of innovative revenue models. The
Committee reviewed the monetisation of completed smart city assets, which are
currently generating annual revenue of ₹4.13 crore, contributing to operational and establishment
expenses.
Addressing project
implementation challenges, the Committee decided to descope the balance work of
the Auditorium and Convention Hall project, which is presently at 45 per cent
progress. The remaining work will be executed at the risk and cost of the
agency concerned to ensure accountability and expedite completion.
To ensure continuity
in execution of ongoing and upcoming initiatives, including the Udit Nagar
Market Complex and Multi-Level Car Parking (MLCP) facilities, the Committee
proposed extension of the tenure of the Special Purpose Vehicle (SPV), along
with engagement of key officials and consultants.
The meeting
reaffirmed RSCL’s commitment to building a sustainable, efficient, and
citizen-centric urban ecosystem in Rourkela, with a clear emphasis on long-term
value creation and improved quality of urban services.
