In a decisive push to
transform Odisha’s urban landscape, Dr. Krushna Chandra Mahapatra on Wednesday
unveiled an ambitious, mission-driven roadmap aligned with the vision of
“Viksit Odisha @2036,” setting the stage for a future-ready, inclusive, and
resilient urban ecosystem.
Chairing a high-level
review meeting at the Odisha Urban Academy, the Minister emphasized that true
success lies not just in infrastructure creation, but in delivering tangible
improvements in quality of life, livelihoods, and economic resilience for
citizens. The meeting saw participation from senior officials, including Usha
Padhee, Additional Chief Secretary, Housing & Urban Development Department,
and Arindam Dakua, Director of Municipal Administration.
Reviewing financial
performance, Dr. Mahapatra noted that nearly 98% of the allocated budget has
already been utilized, stressing that expenditure must translate into visible,
grassroots-level impact.
A key highlight was
the announcement of the ambitious “A Roof for All” initiative, aimed at
covering 80 per cent of the urban population with housing by 2036. The
programme will adopt a three-tier model targeting Economically Weaker Sections,
Low Income Groups, and a dedicated Rental Housing system for migrant and
floating populations. The initiative will be launched in Rourkela, followed by
phased expansion across the state, with district administrations directed to
prioritize land allocation for swift implementation.
Reinforcing the
importance of planned urban growth, the Minister reviewed the Town Planning
Scheme based on a land pooling model, where 40 per cent of land is reserved for
essential infrastructure such as roads and drainage, while 60 per cent is
returned to landowners as developed plots. The model is expected to ensure
organized expansion, reduce disputes, and create well-serviced urban spaces.
Dr. Mahapatra also
assessed progress under the Chief Minister’s Smart City Scheme, covering 49
cities in its first phase. He directed officials to focus on comprehensive
urban transformation through modern roads, reliable water supply, robust
sewerage systems, and improved urban aesthetics. Reaffirming commitments under
AMRUT, he stressed universal household-level drinking water supply and timely,
technology-driven project execution.
Addressing the
pressing challenge of urban flooding, the Minister announced a comprehensive
Drainage Master Plan to tackle waterlogging and stormwater issues sustainably.
He revealed that Detailed Project Reports have been prepared and funds
allocated for priority works, including the rejuvenation of key channels like
Gangua Nala and Daya West Canal, to be executed in coordination with the Water
Resources Department.
Linking ecological
restoration with urban development, Dr. Mahapatra highlighted plans to
rejuvenate urban rivers and canals, transforming them into vibrant public
spaces and tourism hubs that boost livability and local economies. He also
underscored the need for enhanced urban safety and mobility through CCTV
surveillance and intelligent traffic management systems, while directing that
the 28 newly constituted Urban Local Bodies be made operational at the
earliest.
In a strong push for
governance reforms, the Minister issued strict directives on the Opportunity
Portal, mandating that approvals be cleared within seven days — down from
earlier timelines of up to six months. He further announced a stringent penalty
framework, warning that delays beyond 250 days would invite direct salary
deductions for responsible officials, aimed at ensuring accountability,
transparency, and improved ease of doing business.
Emphasizing inclusive development, Dr. Mahapatra called for expedited construction of community-centric infrastructure such as market complexes, community halls, and cremation and burial facilities, ensuring dignity and access to essential services for all.
Concluding the review, the Minister urged officials to work with renewed dedication, innovation, and accountability to realize the vision of Viksit Odisha @2036. He reaffirmed the Government’s commitment to building cities that are economically vibrant, infrastructure-rich, sustainable, and citizen-centric — reflecting the aspirations of a progressive and developed Odisha.
