Odisha has taken another decisive step towards accelerating industrial growth and employment generation, with the State Government approving investment proposals worth over ₹4,100 crore that are set to create nearly 10,000 jobs across eleven districts. The clearances, granted at the 144th meeting of the State Level Single Window Clearance Authority (SLSWCA) on Tuesday, underline the government’s sustained focus on translating industrial vision into on-ground action.

Chaired by Chief Secretary Anu Garg and guided by the leadership of Chief Minister Mohan Charan Majhi, the SLSWCA accorded approval to 23 industrial projects involving a cumulative investment of ₹4,111.80 crore and the potential to generate 9,924 employment opportunities. The approvals mark a significant milestone in Odisha’s efforts to strengthen its industrial ecosystem while promoting job-led and regionally balanced economic growth.

The cleared proposals span a broad and diversified spectrum of sectors, reflecting the State’s strategy to build a resilient, future-ready industrial base. These include mechanical and electrical capital goods, apparel and textiles, aerospace and defence manufacturing, shipbuilding and ship repair, pharmaceuticals, chemicals, refractories, aluminium downstream industries, mineral beneficiation, metal downstream industries, plastics, glass manufacturing, logistics and warehousing, infrastructure, and tourism and hospitality. Together, they signal Odisha’s transition from being primarily resource-led to value-added and technology-driven industrialisation.

Geographically, the projects will be implemented across Balasore, Bhadrak, Cuttack, Debagarh, Ganjam, Jajpur, Khordha, Koraput, Puri, Sambalpur and Sundargarh, ensuring that industrial development and employment opportunities are distributed beyond a few urban centres and reach multiple regions of the State.

Among the notable approvals in advanced manufacturing, Nipha Limited will set up a railway component manufacturing unit in Khordha with an investment of ₹384 crore, creating 310 jobs. In a major boost to Odisha’s emerging aerospace and defence ecosystem, Inventgrid India Private Limited will establish an advanced multi-drone manufacturing centre in Ganjam with an investment of ₹300 crore, generating employment for 1,000 people.

The maritime and shipbuilding segment also received a significant push, with Northern Express Infradevelopers Private Limited planning a shipbuilding and ship-repair facility in Bhadrak. The project, involving an investment of ₹339.40 crore, is expected to create 507 jobs and position Odisha as a growing maritime industrial hub on the eastern coast.

Employment-intensive sectors such as apparel and textiles feature prominently among the approvals. J.G. Hosiery Private Limited will establish a large apparel manufacturing unit in Khordha with an annual production capacity of nearly 150 million pieces. With an investment of ₹100 crore, the project alone is expected to generate 2,350 jobs, making it one of the highest employment-generating proposals cleared in this round.

In pharmaceuticals and chemicals, Alventa Pharma Limited will invest ₹100 crore to set up a pharmaceutical formulation unit in Khordha, creating 250 jobs. Blue Mount Energy Private Limited will establish a sorbitol manufacturing unit in Cuttack with a capacity of 17,000 tonnes per annum, while Growing Tree Oil Refinery Private Limited will develop an integrated complex encompassing solvent extraction, oil refining and feed manufacturing. These projects will collectively strengthen Odisha’s agro-processing and chemical value chains while adding hundreds of jobs.

The refractories and aluminium downstream segments, critical to Odisha’s mineral-based economy, also saw multiple approvals. Sarvesh Refractories Limited will expand its operations in Sundargarh by setting up a silica brick manufacturing plant, while Jharkhand Grind Chem Private Limited and Romco Aluminates (Koraput) Private Limited will establish new refractories units in Jajpur and Koraput respectively. These investments are expected to reinforce downstream industrialisation, particularly in southern and western Odisha.

Plastics, glass and packaging manufacturing received a boost with Yash Flexi Pack Private Limited proposing a flexible packaging unit in Balasore and JBSS Glass Private Limited planning a glass manufacturing facility in Cuttack. Together, these projects will diversify the State’s manufacturing base and generate over 400 jobs.

Odisha’s strength in mineral beneficiation and metal downstream industries was further consolidated with approvals for several large-scale projects in Sundargarh and Debagarh. These include iron ore beneficiation plants by Kalinga Metalics Limited, Rashmi Metallurgical Industry Private Limited and Aryas Ore Refinery Private Limited, a pellet plant by Shree Ram Iron and Alloys Private Limited, and a steel processing unit by Eastside Subh Steel Private Limited. These projects, involving investments running into hundreds of crores, are expected to significantly enhance value addition and employment in the State’s mineral-rich regions.

In logistics and infrastructure, Shrishti Trading Corporation Private Limited will develop a logistics park and warehousing facility in Cuttack with an investment of ₹160.75 crore, creating 595 jobs and improving supply chain efficiency for industries across the region.

Tourism and hospitality emerged as another key focus area, with approvals for multiple premium hotel projects. These include five-star hotels in Khordha and Puri, four-star hotels in Puri and Sambalpur, and related hospitality infrastructure. Collectively, these projects will not only generate over 1,000 direct jobs but also strengthen Odisha’s positioning as a high-end tourism destination.

Adding to the plastics sector, Water Tech India Private Limited will set up a plastic-based products manufacturing facility in Ganjam with an investment of ₹387 crore, creating 975 jobs and further deepening industrial activity in the district.

Together, the 23 approved projects reaffirm Odisha’s growing stature as a high-potential investment destination in eastern India. With a strong mix of traditional manufacturing, advanced technology sectors, logistics, infrastructure and premium tourism, the State is steadily building a diversified and employment-intensive industrial ecosystem.

The government’s Single Window Clearance system continues to play a critical role in enhancing ease of doing business by ensuring time-bound approvals and coordinated investor facilitation. Aligned with the long-term vision of Samruddha Odisha 2036, the latest approvals underscore the State Government’s commitment to sustainable industrialisation, balanced regional development and inclusive economic growth driven by jobs.
