The Women and Child
Development Department of the Odisha Government has been allocated a budget of ₹16,152.92 crore for the financial
year 2026–27, marking a significant increase from the revised
estimate of ₹15,725.86
crore in the previous year, informed Deputy Chief Minister Pravati Parida during a
press conference here on Wednesday, highlighting the government’s continued
commitment to strengthening women and child welfare
programmes across the state.
Out of the total
allocation, ₹16,122.93
crore has been earmarked for programme expenditure, while ₹29.99 crore has been
set aside for administrative expenses.
Among the major new
initiatives announced is the Samruddha Anganwadi Yojana, aimed at strengthening
the infrastructure of Anganwadi centres across Odisha. Under this scheme, new
Anganwadi centres will be constructed with state funding and crèche facilities
will be introduced at select locations. A budget provision of ₹634.52 crore has been made for the
initiative.
As part of the
broader effort to upgrade Anganwadi infrastructure, 12,481 centres will receive
piped drinking water supply, while 5,078 centres lacking sanitation facilities
will be provided with toilets. The government will also expedite the completion
of 7,056 incomplete Anganwadi centres, construct kitchens in 2,827 centres, and
build boundary walls in 3,000 vulnerable Anganwadi centres to enhance safety
and security.
To strengthen child
protection services, the government will establish 23 Integrated Vatsalya
Sadans across the state. These centres will bring together Child Care Homes,
Child Welfare Committees and Juvenile Justice Boards under one roof. A budget
of ₹62.28 crore has been proposed for
this initiative.
Another key
initiative is the Kalika: Odisha State Crèche Policy-2025, designed to provide
safe day-care facilities for children aged six months to six years and support
working mothers with reliable childcare arrangements. The government also plans
to launch Subhadra Shakti Sambad and Wellness Centres to create a discussion
platform for beneficiaries of the Subhadra scheme and promote women’s physical
and mental well-being.
In addition, child
feeding centres will be set up at public places to support breastfeeding
mothers. Under the proposed Mukhyamantri Kanya Sumangala Yojana, ₹20,000 will be deposited for girl
children from economically weaker sections, with an additional ₹3,000 for
children with disabilities. After graduation, beneficiaries will receive ₹1,00,001 including interest.
Several ongoing
schemes will also continue to receive strong financial backing. The Subhadra
Yojana has been allocated ₹10,145.20
crore to benefit more than one crore women in the state.
The Malati Devi Pre-School Uniform Scheme, covering around 14.76 lakh children,
has been allocated ₹110.57
crore.
Under the
Mamata-PMMVY scheme, pregnant and lactating mothers will receive ₹10,000 for the birth of a male
child and ₹12,000
for a girl child, with a budget provision of ₹500 crore. The Mukhyamantri Kanya
Bibaha Yojana has been allocated ₹11.83 crore to help prevent child marriage
and promote widow remarriage.
To strengthen early childhood education, ₹19.27 crore has been earmarked for the “Ame Padhhiba Ama Bhasare” initiative, which will support learning in 21 tribal mother tongues for children aged three to six years. The Odisha Nutrition Mission has also been allocated ₹100 crore to improve the nutritional status of women, adolescents and children.
Additionally, ₹2,638.36 crore has been proposed under centrally sponsored schemes including Mission Shakti, Saksham Anganwadi, Poshan 2.0 and Mission Vatsalya, further reinforcing the state’s commitment to inclusive development and welfare.
