In a major step towards enhancing transparency, efficiency
and citizen convenience in property registration services, the Odisha
Government has decided to introduce a comprehensive cashless transaction system
across all Sub-Registrar (SR) and District Sub-Registrar (DSR) offices in the
state. The initiative, aimed at promoting digital payments and reducing
dependence on cash transactions, will be implemented through the installation
of Point of Sale (PoS) machines in registration offices across Odisha.
The roadmap for the ambitious reform was finalised during a
high-level review meeting chaired by Dr. Arabinda Kumar Padhee, Additional
Chief Secretary, Revenue and Disaster Management Department, at Lok Seva Bhawan
on Saturday.
As part of the initiative, 350 PoS machines will be installed
in a phased manner across all SR and DSR offices. The machines will be provided
through Indian Bank and allocated according to the volume of registration
transactions handled by individual offices. The Revenue and Disaster Management
Department will bear the cost of procuring the devices.
The government has identified Bhubaneswar, Berhampur and
Sambalpur as the first cities where the cashless transaction system will be
rolled out. To ensure seamless operations and uninterrupted services, the PoS
machines will be covered under a five-year Annual Maintenance Contract (AMC).
During the review, Dr. Padhee stressed the need to transform
the registration system into one that is transparent, simple, secure and
citizen-centric. He underscored the importance of leveraging digital
technologies to improve service delivery while strengthening accountability and
public trust in the registration process.
The meeting also decided that, following government approval,
a Standard Operating Procedure (SOP) would be prepared to guide the
implementation of the system. Officials and staff associated with registration
services will receive specialised training to facilitate smooth adoption of the
new mechanism.
The cashless payment initiative is expected to encourage citizens to increasingly use digital modes of payment while ensuring greater transparency, convenience and operational efficiency in registration-related transactions. The government also made it clear that cash payments would be discouraged and permitted only in highly essential and unavoidable circumstances.
The Inspector General of Registration (IGR) attended the meeting virtually. Senior officials from the Finance Department, Directorate of Treasuries and Inspection (DT&I), Cyber Treasury and representatives of TrraCIS Technologies Limited were also present and participated in discussions on the implementation strategy.
