Announcing a major
grassroots outreach initiative, Odisha Revenue & Disaster Management
Minister Suresh Pujari on Monday said the State Government will soon launch the
‘Ama Gaanre Ama Tahasil’ (Tahasil at Doorstep) programme under which Tahasil
Camp Courts will be organised at village and panchayat levels to ensure
doorstep delivery of revenue services and speedy grievance redressal.
The decision was
taken during a high-level review meeting held at Lok Seva Bhawan under the
chairmanship of the Minister, where the achievements and progress of the
Revenue & Disaster Management Department over the last two years were
comprehensively reviewed. The Minister directed officials to ensure that
revenue services effectively reach every citizen at the grassroots level.
Addressing the
meeting, Pujari said, “What we consider as our achievement is not the real
success; rather, the schemes and initiatives that are accepted and appreciated
by the common people as successful are our true achievements.” He emphasised
that public satisfaction and accessibility of services should remain the key
indicators of administrative success.
As part of the new
initiative, Tahasil officials will directly visit villages through Camp Courts
to provide on-the-spot delivery of important revenue services such as
correction of Record of Rights (RoR), land demarcation and other
revenue-related services. The Minister also directed officials to ensure that
public grievances related to revenue administration are heard and resolved
promptly during these camps.
In another
significant decision, senior State-level officers of the department have been
assigned responsibilities as Nodal Officers for different districts. They have
been directed to undertake field visits, stay overnight in the districts and
interact with local residents to assess the effectiveness of government revenue
services and create awareness about various citizen-centric initiatives of the
department.
The meeting also
discussed simplification of rules related to conversion of agricultural land
classification (Kisama) in urban areas to facilitate easier service delivery
and administrative efficiency.
Officials informed
the meeting that more than 2.5 crore revenue services have been delivered
during the last two years under the Odisha Right to Public Services (ORTPS)
Act. The Department has now planned to further strengthen these services with
greater citizen focus and accessibility.
The Minister also
announced that a new Rehabilitation and Resettlement framework for displaced
persons will soon be drafted and implemented by the State Government.
Among those present
at the meeting were Additional Chief Secretary of the Revenue & Disaster
Management Department Dr. Arabinda Padhee, Executive Director of Odisha State
Disaster Management Authority Dr. Kamal Lochan Mishra and other senior officers
of the department.
