The Odisha government
on Tuesday approved 19 industrial investment proposals involving a combined
investment of ₹3,280.58
crore, with the projects expected to generate 10,661 employment opportunities
across the state.
The approvals were
accorded at the 150th meeting of the State Level Single Window Clearance
Authority (SLSWCA), chaired by Chief Secretary Anu Garg, as Odisha continued to
expand its industrial base across manufacturing, clean energy,
technology-enabled services, tourism and emerging sectors.
The approved
proposals span textiles and apparel, technical textiles, food processing, steel
downstream, Global Capability Centres (GCCs), biofuel, chemicals and chemical
products, circular economy, plastics and tourism.
The projects are
proposed across several districts, including Anugola, Debagada, Ganjam,
Jagatsinghpur, Jharsuguda, Kataka, Khordha, Koraput, Puri, Sundargada. A major
biofuel investment by Indian Oil Corporation Ltd (IOCL) will cover eight
districts -- Baleshwar, Balangir, Baragada, Ganjam, Kalahandi, Kendujhar,
Mayurbhanj and Subarnapur.
In the textiles and
technical textiles segment, Dollar Industries will set up an integrated hosiery
manufacturing unit in Khordha with an investment of ₹125 crore, creating
1,185 jobs. Sai Workwear Pvt Ltd will establish an integrated technical
textiles manufacturing unit in Puri, covering apparel, fire-retardant workwear
and protective technical textiles, with an investment of ₹59 crore and employment potential of
3,650.
The food processing
sector will see two projects. Geofast Industries (India) Ltd will invest ₹120 crore in an integrated facility
for snacks, savouries and namkeen in Khordha, generating 350 jobs, while Jai
Bhawani Foods Pvt Ltd will establish a food and confectionery
co-packaging unit in Cuttack with an investment of ₹100 crore and employment potential
of 550.
Three projects have
been cleared in the steel downstream sector. SPS Arihant Steel Structures Pvt
Ltd will invest ₹140
crore in Deogarh to manufacture steel I-girders and box
beams, fasteners and TMT rebar couplers, creating 595 jobs. Steeledge
Fabrication will set up a fabrication and machining unit with a capacity of
60,000 tonnes in Sundargada with an investment of ₹108.82 crore, generating 375
jobs. Bhubaneswar Udyog Pvt Ltd will invest ₹101.99 crore in Cuttack to manufacture colour-coated
sheets, corrugated and plain GI sheets and GI structural components, creating
130 jobs.
Tata Power will
establish a Global Capability Centre in Khordha with an investment of ₹54.31 crore, creating 110 employment
opportunities and adding to Odisha's expanding technology and knowledge-driven
services ecosystem.
The biofuel segment
has emerged as one of the major investment areas, with IOCL proposing compressed
biogas manufacturing facilities with a combined capacity of 39,600 tonnes per
annum across eight districts at an investment of ₹960 crore. The project is expected to generate 760 jobs.
Kineta Global Ltd will establish an 8,250-tonne-per-annum compressed
biogas facility in Ganjam with an investment of ₹170 crore, creating 170 jobs.
In chemicals and
chemical products, AquaproofWallcare India Pvt Ltd will invest ₹62.64 crore in Cuttack to establish
a construction chemicals manufacturing facility with a capacity
of 3,05,000 tonnes, generating 135 jobs. Asipiya Chemicals and Solvent Pvt Ltd
will set up a 500-tonne petroleum and petrochemical solvent distillation unit
in Jagatsinghpur with an investment of ₹60 crore and employment potential of 75.
Ramuka Global LLP
will invest ₹50.15
crore in Anugola to establish an iron and steel slag processing facility with
an annual capacity of 990 tonnes for products including slag aggregate, slag
cement, ready-to-use pothole mix and soil stabiliser. The project is expected
to create 411 jobs.
In the plastics
sector, Shri Dakshineshwari Maa Polyfabs Ltd will establish a facility in
Khordha for manufacturing 40,000 tonnes of PP woven and non-woven fabric and
bags. The project entails an investment of ₹401.63 crore and is expected to
generate 490 jobs.
Tourism accounted for
five of the approved projects, with investments proposed in Ganjam, Jharsuguda,
Koraput and Puri. BBB Hotel Pvt Ltd will establish a five-star hotel in Ganjam
with an investment of ₹208.04
crore, creating 300 jobs. Hotel Sea Pearl Orissa Pvt
Ltd will develop a five-star beach resort in Puri under a brand partnership
with the ACCOR group of hotels and resorts, involving an investment of ₹180 crore and employment potential
of 630.
Highland Hotels &
Resorts Pvt Ltd will establish a four-star resort in Jharsuguda with an
investment of ₹150
crore, generating 250 jobs, while Puri Eco-Tourism and Resorts Pvt Ltd will
invest ₹124 crore in a four-star resort in Puri, creating 305 employment
opportunities. Odyssey Leisure Pvt Ltd will establish a
four-star resort in Koraput with an investment of ₹105 crore, generating 190 jobs.
"The approvals
at the 150th Single Window Clearance meeting reflect the growing diversity of
Odisha's investment landscape. Our focus is not only on attracting investments,
but also on creating productive employment and strengthening industrial ecosystems
across regions," Garg said.
"We are
encouraging investments that add value to local resources, build supply chains
and create sustainable economic opportunities. Through continued facilitation
and coordinated clearances, the State remains committed to helping investors
move efficiently from proposal to implementation," she said.
The state government said the latest approvals underline its focus on value addition, employment generation and regionally balanced industrial development, while its single-window mechanism is aimed at facilitating coordinated clearances and supporting investors during project implementation.
The projects are also aligned with Odisha's broader vision of Samruddha Odisha 2036, with an emphasis on productive employment, stronger industrial ecosystems, value-added manufacturing and sustainable economic growth across the state.
